Hello,
I bought the dictionary this morning and never synced my phone prior to having to reset it do to a text messaging problem I had. How do I get the dictionary back now? I paid 2.99 for it this morning and it is not in ITunes under applications. Please help.

Download it from Apple again with the same account you used to buy it in the first place. It will be a free download.

When I click the download button there is still a Buy Now for $2.99 option. Will Apple know that I purchased the dictionary previously? I just do not want to be charged twice.

Yes, it will. You will not be charged again. I've done it multiple times.
