TimeLapse supports full HD on iPhone 4S. It is available here:

How do I set this?

I'm using classic mode and set the app to create a Large movie but the exports are 568 x 320, so about half 720p.. and certainly not FullHD on the iPhone 4s, which I am shooting on. Am I doing something wrong?

Thanks
steve

In the video settings, the video size must be set to Large. Is it set to Large?

Yes. The setting is set to Large.

Strangely, Large produces a video that is 568x320, Medium setting also produces a 568x320 and small produces a 480 x 360.

I've deleted and re-installed the app since trying these three tests.

I have an iPhone 4s with iOS 5.1.

How are you exporting the videos from the device? Are you e-mailing them to yourself? I believe the mail app will reduce photos and video sizes.
To properly export the original videos you need to download them like you would from a camera.

I've was sending them to my dropbox which was compressing them first..

Importing via iPhoto produces full res versions...
