I'm trying to get familiar with all the settings.
I'm a bit confused by Classic settings and Express settings. Are they not synchronised?
Which setting is used after starting 'timelapse'?

It is easiest to think of them as two separate apps. Express provides a simple interface and a quick high quality result with very little effort. Classic provides much more control and options including having photos ready for post processing on your PC.
When you tap 'start' the settings from the mode you started from apply.

Right now you can only lock exposure as that is the only thing Apple allows. When Apple allows full exposure control it will be added to TimeLapse.
